This is the concept of George Stein, who calls the goal of information warfare on the minds of those who make the key decisions of war and peace, the use of capacity and capability the strategic level. It is, therefore, about the transformation of information warfare in a “war of knowledge” or, as it is defined by the author of the concept of “epistemic warfare.” Obviously this is far from the common understanding of “information war” as a large-scale propaganda aimed at a mass audience.
